
Thomas A. “Tad” David is the Chief of Alternative Dispute Resolution for the Florida Dispute Resolution Center (DRC), Office of the State Courts Administrator (OSCA). Prior to joining the DRC, Mr. David was the Senior Staff Attorney for the Florida Senate Select Committee on Pandemic Preparedness and Response. Prior to his tenure with the Senate, he was an Associate Public Counsel with the Office of Public Counsel. From May 2014 through September 2018, Mr. David was the General Counsel for OSCA. Mr. David’s service with the state of Florida began as an Assistant General Counsel with the Department of Financial Services. Before coming to work with the state, he began his legal career in private practice and is licensed in Florida and Georgia. Mr. David received his B.B.A. from the University of Georgia in August 1992, and his J.D. from Florida State University, College of Law in December 2003. Prior to attending law school, Mr. David worked in private industry as an operations manager and purchasing agent.
